In years past, lack of space allowed us to invite only commissions, committees, institutions and agencies directly supported by the Southeastern Synod to exhibit at the assembly. This year it is our pleasure to be able to invite more groups to join us. If your group is a synod commission, committee, unit, task force, institution or agency directly supported by the Southeastern Synod or the ELCA, it is entitled to exhibit space free of charge at the synod assembly. One designated representative from your group should request exhibit space (see HOW TO RESERVE MINISTRY EXHIBIT SPACE AT THE 2008 SOUTHEASTERN SYNOD ASSEMBLY below.) Two other types of groups will be allowed to exhibit at the synod assembly this year. These exhibitors will be assigned space on a first come-first served basis. LUTHERAN MEMBERSHIP GROUPS If your group is a “Lutheran membership” group (membership comprised of primarily Southeastern Synod Lutherans and the group is recognized by, but not supported by, the Southeastern Synod or the ELCA), exhibit space will be available at a cost of $25. 501(C)(3) OR 501(C)(8) ORGANIZATIONS THAT SERVE THE LUTHERAN COMMUNITY IN THE SOUTHEASTERN SYNOD Non-profit corporations that provide services to our congregations will be allowed exhibit space at a cost of $100. No items may be offered for sale at the synod assembly except by Augsburg Fortress. HOW TO RESERVE MINISTRY EXHIBIT SPACE AT THE 2008 SOUTHEASTERN SYNOD ASSEMBLY Regardless of your group’s status, a designated representative MUST contact Elaine Schwartz to reserve exhibit space before April 15. Contact Elaine at eschwartz@elca-ses.org or 404-589-1977 ext 235. We will be unable to accommodate exhibitors that do not reserve space. Those staffing exhibit tables will need to check in at the volunteer registration table at assembly to be assigned an exhibitor badge. To be admitted to the plenary hall and workshops, exhibitors will need to be a registered voting member or visitor for the assembly. To register visit www.elca-ses.org/2008_synod_assembly.htm. If you have any questions, please contact Elaine Schwartz at 404-589-1977, ext 235 or eshchwartz@elca-ses.org. Assembly Rules of Organization and Procedure
To be approved at the 2008 Synod Assembly
Assembly Rules of Organization and Procedure FAQs (FREQUENTLY ASKED QUESTIONS)
“What are the Assembly Rules of Organization and Procedure?” The constitution of the ELCA-Southeastern Synod states that the “Synod Assembly…shall be (the synod’s) highest legislative authority.” The assembly is, in fact, a business meeting. The Rules of Organization and Procedure are sections taken from the synod constitution and items recommended by the synod council and adopted by the assembly to tell us how to run the synod assembly each year.
“What does ‘privilege of voice, but not vote’ mean?”
Certain
people, designated by the assembly, are allowed to speak during sessions of the
assembly, including workshops, but do not vote.
These usually include the keynote speaker, the ELCA Representative and
the Parliamentarian. Visitors do
not have voice or vote at the assembly.
“What is an en bloc resolution?” Usually constitutional resolutions are passed all together or "en bloc." Sometimes, a voting member may object to the inclusion of a particular provision. The voting member may ask that resolution be separated from the en bloc resolutions, by contacting the synod secretary no later than 3PM on the first day of the assembly. This would allow for debate on that provision separately.
“I want everyone to see my pamphlet…why can’t I just put some out on the voting member tables or on the information booth?” Remember that the Synod Assembly is the highest legislative body in our synod. All materials distributed during the assembly weekend are considered part of “the assembly.” To avoid any confusion, materials need to be officially approved to ensure that they are relevant and germane to the assembly. All materials should be presented to the Assembly Coordinator or left with the volunteer at the Information Booth for review and approval before distribution. Only materials voting members need for the plenary are to be distributed by appointed volunteers at the voting members’ tables. Any unauthorized materials distributed will be discarded.
“How can I amend the proposed budget?” During the plenary session when the budget is presented, as a voting member, you can move a proposed change to what has been recommended. If your motion would increase expenditures, you also must propose a funding source or a decrease in another expense item. Budget amendments offered from the floor of the assembly require a two-thirds majority for approval.
“Can someone else at my table vote for me if I’m out of the room when ballots are distributed or votes are counted?” No. Voting members must be in the assembly hall to receive a ballot, and must submit it themselves. Proxy and absentee ballots are not permitted.
“What should I do if I think the bishop has made a mistake in conducting the assembly?” As a voting member, you should go to a microphone and wave your yellow card. When recognized, state that you are raising a “point of order” and then state your question or concern.
Our synod assembly would not be possible without the wonderful volunteers who help "run the show!" Volunteers are asked to serve at least one four-hour shift during the assembly weekend and invited and encouraged to take part in the assembly when they are not on duty.
There will be a Volunteer Training session at 8:30AM on Friday June 6, 2008 at the Renaissance Waverly Hotel, Atlanta. (Coffee and pastries will be provided.)
Some volunteer assignments include:
Registration Volunteers-Assist with registration process. Volunteers who are interested in working with registration are also invited to come by the Renaissance Waverly Hotel on Thursday evening (June 5) from 6:00-9:00PM for a peek at how the registration area is set up and for some individual training time. The registration area will be in the Garden Counrt. We anticipate that registrations will be busiest Friday and Saturday mornings.
Plenary volunteers-Assist in plenary hall with distribution of materials and elections (these volunteers should be able to maneuver around tables and voting members in plenary hall quickly and MUST attend the Friday morning training session).
Augsburg Fortress Bookstore volunteers--These people will actually work in bookstore and should be able to serve most of the entire weekend.
Information booth-Assist at booth (good for those who may need to remain seated).
Main Entrance Greeters-Assist attendees to locate desired destinations.
Ministry Exhibit volunteers-Assist with Friday morning set-up of Ministry Exhibits and monitor area throughout weekend.
Plenary greeters-Check attendees coming into the plenary hall to ensure EVERYONE has a nametag or an appropriate escort into the hall for the plenary sessions.
Technical volunteers-Assist in plenary hall with A/V issues (assist voting members with floor mics, etc).
Workshop volunteers-Monitor workshop room conditions and assist workshop leaders.
And, of course, there will be those times when volunteers will be assigned as needed.
If you are interested in serving as an Assembly Volunteer, please contact Volunteer Coordinator, Ms Jan Levengood at (404) 307-9283 or jleven@bellsouth.net .
